杭州师范大学与乌克兰哈尔科夫国立大学联合举办的非独立法人中外合作办学机构--杭州师范大学哈尔科夫学院（以下简称哈尔科夫学院）于2020年4月获国家教育部批准成立。哈尔科夫学院是两校优势专业的强强联合，是落实国家“一带一路”战略的重要举措。

学院的设立，得到了教育部、省委省政府、市委市政府的大力支持和鼓励。时任浙江省省长、现任浙江省委书记袁家军专门作出“加强领导、抓住机遇、办出特色、多出成果”的批示，要求学校求真务实，将哈尔科夫学院办出特色，办出水平。

哈尔科夫学院于2020年首次招生，计划共招收三个专业90名全日制本科生。其合作院校哈尔科夫国立大学成立于1804年，与莫斯科大学和圣彼得堡大学等同为俄罗斯沙皇敕造的五所大学之一，也是世界上为数不多的培养出三个诺贝尔奖获得者的高校，大约已有60名毕业生入选乌克兰科学院院士。该校已七次跻身QS世界大学排名500强之列，在乌克兰高校中排名第一。哈尔科夫国立大学是乌克兰高等教育和科学研究的重镇，建有化学、生物、天文学、物理及工程学和高科技5个研究中心，有20多个世界闻名的科学研究学院，为前苏联的国防工业做出了重大贡献，为中国培养了第一代核物理人才，具有强大的科研能力。2019年11月，我校著名校友马云在哈尔科夫国立大学发表演讲，增进了两校的友谊，推动了两校的深度合作。

About Kharkiv Institute at Hangzhou Normal University

　　In April 2020, authorized by the Ministry of Education of the People’s Republic of China, Kharkiv Institute at Hangzhou Normal University (hereinafter referred to as the Institute), a non-independent legal person Chinese-foreign cooperative institute was jointly established by Hangzhou Normal University and V.N. Karazin Kharkiv National University of Ukraine. The establishment of the Institute is a best example of a strong combination of the dominant and professional institutes, as well as an important measure of implementing the nation’s strategy of the Belt and Road Initiative.

　　The establishment of the Institute has been strongly supported and encouraged by the Ministry of Education, the Provincial CPC Committee and the Provincial Government, and the Municipal CPC Committee and Municipal Government. Governor Yuan Jiajun specially issued the instructions of "strengthening leadership, seizing opportunities, developing characteristics, and producing more achievements".  

　　Kharkiv Institute at Hangzhou Normal University, a non independent legal person Chinese-foreign cooperative institute jointly run by Hangzhou Normal University and V.N. Karazin Kharkiv National University of Ukraine, will enroll 90 full-time undergraduates in three majors for the first academic year in 2020.  Its partner university, V.N. Karazin Kharkiv National University, was founded in 1804. It is one of the five universities established by the Russian Tsar as the University of Moscow and the University of St. Petersburg. It is also one of the few universities in the world to cultivate three Nobel Prize winners. About 60 graduates have been selected as academicians of the Ukrainian Academy of Sciences. The university has been among the top 500 QS World Universities for seven times, ranking first among Ukrainian universities. V.N. Karazin Kharkiv National University is an important base of higher education and scientific research in Ukraine. It has five research centers in chemistry, biology, astronomy, physics and engineering, and high-tech. It has more than 20 world-famous scientific research institutes. It has made great contributions to the defense industry of the former Soviet Union, and has trained the first generation of nuclear physics talents for China, with strong scientific research capability. In November 2019, Jack Ma (MaYun), the celebrated alumni of Hangzhou Normal University, delivered a speech at V.N. Karazin Kharkiv National University, which enhanced the friendship between the two universities and promoted the in-depth communication and cooperation between the two universities.
